Pre-Rehabilitation Asbestos Containing Materials Survey and Post-Rehabilitation Clearances

1. Project Summary

Services Required: Ithaca Neighborhood Housing Services, Inc. and Better Housing for Tompkins County, Inc. (collectively, known as “INHS”) is seeking proposals from qualified companies to perform Asbestos Containing Materials (ACM) Pre-Renovation Survey with bulk sampling and project and air monitoring and clearances for government funded purchase and rehabilitation projects.

Project Description: the project will consist of residential homes built throughout Cayuga, Chemung, Cortland, Schuyler, Seneca, Tioga, and Tompkins Counties.

2. Qualifications

All work must be performed by firms certified to perform ACM Pre-Renovation surveys, project design, project monitoring, and clearance examinations and by individuals certified and/or licensed to perform the above services by NYS Department of Labor and EPA/HUD as applicable where the services are to be provided. The Agency reserves the right to restrict the assignment of any individual, for any reasonable cause, as an asbestos investigator under the contract or any subcontracts.

The firm and staff proposed to be assigned responsibilities on this project must be highly qualified and have extensive experience in all aspects of site and facility testing, project design, monitoring and clearance on similar projects. Qualifications shall include:

  1. A minimum 3 years continuing experience in providing testing and inspection services.
  2. Capability and experience in providing on-site inspections of similar facilities.
  3. Capability and experience in providing materials sampling and testing as required for the project and in accordance with HUD requirements.
  4. Project Designer, Project Monitor (per CR56) with capability and experience designing and overseeing remediation plans
  5. Required licenses and certifications to provide the specified services.
  6. Experience in working with entities in the quality control of similar facilities.

3. Scope of Services

  1. ACM Pre-Renovation Survey with bulk sampling. Samples will be collected according to NY State Code Rule 56 on substrates subject to disturbance, removal, or renovation.
  2. Project and Air Monitoring: oversee asbestos contractor is complying with the scope, timing, phasing and/or remediation/abatement methods and verifying the completeness of any asbestos project.
  3. ACM clearance air sampling, including background samples and final samples for all projects where survey has been completed and ACM was found to be present. Note: For any projects greater than 160 sq ft, daily air samples and monitoring will be required in addition to background and final samples.

The Company shall provide all necessary facilities, materials, supplies, equipment, supervision, and personnel and other items and services to perform the ACM Survey, remediation plan, project monitoring and clearance examination as defined in this RFP. These services must be in accordance with applicable work practice standards of New York State, EPA/HUD and as applicable where the services are provided. When more than one regulatory provision applies to a condition or activity, the most stringent shall be used. Applicable regulations are those that are in force when and where the ACM survey is conducted.

Minimum Report Requirements. The ACM Pre-Renovation Survey shall comply with the minimum requirements established by NYS,HUD/ EPA where the services are provided. The ACM Pre-Renovation survey shall contain at least the following:

  1. Notice of Survey Results. Completed copy of Survey Results suitable for distribution by the agency to the occupants.
  2. Summary of ACM Pre-Renovation Survey. An executive summary written in simple and easy-to-understand English describing the on-site investigation conducted and the results. The summary must include the names of all Asbestos Investigators performing services, the date the site was visited and samples collected. The summary must include all identified asbestos hazards and their locations. In addition, it must include a Photograph of Front ¾ view of main house and the Homeowner Phone Number.

The summary will also contain a list of all samples tested, with the unique test identification number (ID) for each testing combination and the results, the location description of the testing combination where the sample was collected, and the laboratory analysis measurement value with units of measure.

Project Monitoring and Clearance.

The Project Monitoring and Clearance shall comply with the minimum requirements established by NYS DOL HUD and EPA where the services are provided and shall be documented in accordance with the regulators.

4. Project Schedule

The anticipated duration of the contract is anticipated to be three years and is anticipated to begin immediately.

5. Proposals Submission and Selection

Proposals Due: 4:00 PM, March 20, 2023.

Selection Process: Selection will be based on qualifications, turnaround time, firm experience as well as cost effective delivery of required services.

6. Submittal Requirements

  1. General qualification of firm.
  2. At least three references demonstrating firm and inspectors experience with projects of similar size, scope, and duration.
  3. Unit Prices.
    1. Unit prices for the following services shall be included in the proposal:
      • Develop and provide a Complete ACM Pre-Renovation Survey with bulk sampling for each housing unit as per the stated order. Following the Agency’s request.
      • Provide Project Monitoring for Air Sampling Collection and Clearance.
      • Develop and provide Complete Asbestos Clearance Report for each completed housing unit Project per the stated order following the Agency’s request.
      • Depending on the size of scope, a project less than 160 sq ft area shall have an air monitoring flat fee including background and final air samples. If projects are deemed greater than 160 sq ft area, flat fee pricing shall be provided for estimated days to project completion. If project exceeds the projected timeframe, additional daily rate shall be provided.
  1. Testing facilities to be used and type of accreditation.
  2. Sample of completed ACM Pre-Renovation surveys, project designs, project monitoring and completed clearances within the past six (6) months.
  3. Because our service area is quite large and individual projects within this scope of work may vary, we understand that there may be additional charges in some cases. Please indicate under what circumstances you would add mileage or other fees and provide your standard unit charge for each.

7. General Comments 

  1. Any cost incurred by respondents in preparing or submitting a proposal shall be the respondents’ sole responsibility.
  2. All responses, inquiries or correspondence relating to this Request for Proposal will become the property of INHS when received.

Environmental Review for Government Funded Purchase and Rehabilitation Projects

  1. Introduction

Services Required: Ithaca Neighborhood Housing Services, Inc. and Better Housing for Tompkins County, Inc. (collectively known as “INHS”), seeks to procure environmental review services related to government funded purchase and rehabilitation projects. These rehabilitation projects are predominately single-family homes. The purpose of this RFP is to obtain proposals from qualified firms to provide environmental review services for a period of three years. These services are more fully described in Section 2 of this RFP. Proposals must be submitted by 4:00PM on March 20, 2023.

  1. Scope of Services

The scope of services identified below is intended to help INHS identify specific environmental factors that may be encountered at individual project sites assisted by government funds, to help protect people and the environment, and to ensure that the INHS is in compliance with applicable regulations. Applicable regulations and procedures are referenced or set forth in the following publication from the Housing Trust Fund Corporation Office of Community Renewal (OCR):

Task 1 – Environmental Review

The consultant will conduct an environmental review for each individual project site completing the OCR site-specific Environmental Compliance Checklist, along with all required supporting documentation. Reviews must comply with OCR regulations and procedures.

Task 2 – Site Contamination Review

As part of the Environmental Review, the consultant will also conduct a site-specific environmental survey for each purchase and rehabilitation project, which includes a visual assessment of the property and surrounding properties. The exterior of all buildings and surrounding grounds will be examined where readily accessible and visible. The goal is to determine if there are any known hazards or contaminations on or near the subject site.

  1. Deliverables

Deliverables for Task 1 – Environmental Review

  • Prepare and submit site-specific reviews for each identified purchase and rehabilitation project utilizing the Environmental Compliance Checklist issued by federal programs and along with all required documentation as outlined in the Environmental Compliance Handbook to INHS.

Deliverables for Task 2 – Site Contamination Review

  • Conduct a site-specific environmental survey. The purposeof the survey is to identify the presence or the likely presence of any environmental hazards on a property based on historical and current land uses that might pose health risks. Once the site-specific environmental survey is completed, the consultant will provide a summary of findings and a letter of determination based on those findings.  The letter must be signed by a qualified environmental professional as defined by ASTM 1527. The Site Contamination Review will be part of the overall Environmental Review (Task 1).
  1. Proposal Format

Proposals may be mailed, dropped off at INHS’s main office or provided electronically as a Portable Document Format (pdf).

Proposals shall be submitted in the following format and sequence. All pages should be consecutively numbered.

Executive Summary

Provide an overview of the firm and how it will approach the project. List the contact information for the person responsible for submitting the proposal and responding to any questions.

Project Experience & Capacity

Describe how the firm has the experience and capacity to complete the tasks in a professional and timely manner. Summarize relevant prior work experience and provide contact information for previous clients. Clearly describe any subcontracting or partnering arrangements.

Key Personnel

Identify all key personnel involved in performing the work for each task. Attach resumes and professional qualifications and certifications for key personnel including subcontractors and partners. At minimum, key personnel shall include the overall project manager and an environmental professional (as defined by ASTM 1527).

Approach & Methodology

Provide a clear and straightforward work plan that demonstrates an understanding of the OCR environmental regulations, policies and procedures, and applicable state and federal environmental laws and regulations. Propose schedules for completing each task once a request is received from INHS.

MWBE or SDVOB

If the firm is a New York State-certified MWBE or SDVOB firm, provide documentation evidencing registration. If the firm is partnering or subcontracting with an MWBE or SDVOB firm, clearly describe the relationship and provide documentation for the firm.

Price

Provide a price proposal in a table format that clearly demonstrates that the firm is providing the best value for INHS and INHS clients. The actual number of projects varies from year-to-year. The following estimates can be used as a guide:

Pre-Rehabilitation Lead-Based Paint Risk Assessments and Post-Rehabilitation Clearances

(collectively known as “INHS”), is seeking proposals from qualified companies to perform lead-based paint risk assessments, soil sampling, dust-wipe sampling and clearance examinations for government funded purchase and rehabilitation projects.

Project Description: the project will consist of single-family homes built prior to 1978 throughout Cayuga, Chemung, Cortland, Schuyler, Seneca, Tioga, and Tompkins Counties.

2. Qualifications

All work must be performed by firms certified to perform risk assessments and by individuals certified and/or licensed to perform risk assessments by the EPA/HUD as applicable where the services are to be provided. If an X-ray fluorescence (XRF) instrument is used, all risk assessors must possess current training, certification, and licensing in the use of the XRF equipment under appropriate federal, state or local authority. The Agency reserves the right to restrict the assignment of any individual, for any reasonable cause, as a risk assessor under the contract or any subcontracts.

3. Scope of Services

  1. Lead-based paint risk assessments for pre-78 houses selected for various purchase and rehabilitation programs in the INHS service area.
  2. Lead-based paint clearance testing for all projects where assessment has been completed and lead-based paint was found to be present.

The Contractor shall provide all necessary facilities, materials, supplies, equipment, supervision, and personnel and other items and services to perform the lead evaluation services as defined in this RFP. These services must be in accordance with applicable work practice standards of the state, EPA/HUD and as applicable where the services are provided. When more than one regulatory provision applies to a condition or activity, the most stringent shall be used. Applicable regulations are those that are in force when and where the lead evaluation is conducted, including, but not limited to:

  • S. Department of Housing and Urban Development (HUD): 24 CFR 35
  • S. Occupational Safety and Health Administration: 29 CFR 1926
  • S. Environmental Protection Agency (EPA): 40 CFR 745
  • State and local regulations

Minimum Report Requirements. The risk assessment report shall comply with the minimum requirements established by HUD/ EPA where the services are provided. The risk assessment report shall contain at least the following:

The summary will include the information found at 24 CFR Part 35, Appendix A. It will also contain a list of all surfaces tested, with the unique test identification number (ID) for each testing combination and the results, the location description of the testing combination where any XRF measurement or paint sample was collected, the XRF and/or laboratory analysis measurement value with units of measure, i.e., for paint, mg/sq.cm, and the lead classification result for the surface as positive or negative.

  2. The maximum number of days from initial request to provide completed assessment report shall be no more than 5 days, and the maximum number of days to reinspect shall be no more than 5 days from the clearance request
  3. Sample of completed lead inspections/ risk assessments within the past six (6) months
  4. Sample of completed clearances within the past six (6) months

Licensed Mold Professional for Government Funded Purchase and Rehabilitation Projects

(collectively known as “INHS”), is seeking to procure licensed mold professional services related to government funded purchase and rehabilitation projects. These projects are predominately single-family homes. The purpose of this RFP is to obtain proposals from qualified firms to provide mold assessment and remediation project scopes for a period of three years. These services are more fully described in Section 2 of this RFP. Proposals must be submitted by 4:00PM on Monday, March 20, 2023.

  1. Scope of Services

The scope of services identified below is intended to help INHS identify specific mold hazards that may be encountered at individual project sites assisted by government funds, to help protect people and the structure, and to ensure that INHS is in compliance with applicable regulations. Applicable regulations and procedures are referenced or set forth in the following publication from the Housing Trust Fund Corporation Office of Community Renewal (OCR) and any other applicable funder regulations, which may be amended as funders require:

Task 1 – Mold Assessment

The consultant will conduct a mold assessment, according to the aforementioned NYS standards, for each individual project site identified as having a potential mold hazard, and will make a recommendation for any necessary remediation. Assessments may be required for the interior, exterior, or both of a subject property.  All assessments  must comply with OCR regulations and procedures.

  1. Deliverables

Deliverables for Task 1 – Mold Assessment

  • Prepare and submit site-specific assessments for each identified purchase and rehabilitation project that include any recommendation for remediation. The consultant will provide a summary of findings Submitting a scope of work to INHS for the work to be completed.
  • Submit a letter of determination based on those findings. The letter must be signed by a licensed mold professional as defined by New York State Department of Labor.

If the firm is a New York State-certified MWBE or SDVOB firm, provide documentation evidencing registration. If the firm is partnering or subcontracting with an MWBE or SDVOB firm, clearly describe the relationship and provide documentation for the firm.

HOMEBUYER EDUCATION and TRAINING SERVICES

Ithaca Neighborhood Housing Services (INHS), a nationally acclaimed not-for-profit housing corporation, is seeking proposals from independent consultants to plan and implement a pre-purchase homebuyer education program.  This program has a goal of providing first time homebuyers with the knowledge, skills and contacts that they need to successfully navigate the complex process of buying a home.  It works in conjunction with other INHS services offered to homebuyers, including financing, counseling and technical assistance with home improvement projects.

This program involves the completion of the following tasks:

  1. Curriculum Development – The homebuyer education curriculum must meet the National Industry Standards for Homebuyer Education and Counseling and HUD’s Housing Counseling Program. It must provide at least eight hours of classroom training that covers a comprehensive list of homebuyer education topics.  The curriculum must include presentations by guest lecturers who represent professions that are involved in the residential real estate industry, including Realtors, bankers, attorneys, and home inspectors. Mandatory topics are: (1) renter rights; (2) the home buying process; (3) how to maintain a home; (4) budgeting; (5) fair housing; (6) identifying and reporting predatory lending practices; (7) rights for persons with disabilities; (8) and the importance of good credit; subject to change at the U.S. Department of Housing and Urban Development and NeighborWorks America’s direction.
  2. Supplemental Educational Opportunities – INHS also provides supplemental classes on home inspection, wills and estates, seasonal maintenance, selling a home, and managing major home repairs. There are no standards for these classes, but they must be designed to provide useful and relevant information to prospective homebuyers and current homeowners.  For the home inspection classes, consultant must arrange for the classes to be held in actual homes where walkthroughs can be held.
  3. Scheduling Classes – The consultant must schedule a minimum of eight classes a year. Previous classes have been scheduled in either four 2-hour sessions or two 4-hour sessions during either evenings or Saturdays.  The majority of the classes are held in a space owned by INHS in Ithaca, classes are also scheduled in adjacent counties and in a live online format.  Remote classes require the identification and reservation of appropriate meeting spaces.  The schedule must cover a program year that begins January 1.  The scheduling of classes also includes the scheduling of guest presenters.
  4. Marketing – A marketing plan must be developed to recruit potential program participants. Marketing may include paid advertising, INHS web site, presentations to Realtors, lenders or other real estate professionals and brochures.
  5. Administration – The consultant will be responsible for managing all aspects of the training program, including taking reservations for the classes, accepting payments, tracking attendance and communicating with participants both before, during and after classes.
  6. Teaching – The consultant will have primary responsibility for teaching and managing the classroom education sessions.
  7. Reporting and Compliance – The consultant will be responsible for collecting data about class participants and entering data in an online reporting system called CounselorMax. This data is used for reporting to two national data collection systems: NeighborWorks America and the S. Department of Housing and Urban Development.
  8. Tracking Successful Homebuyers – The consultant will monitor the success of class participants in buying homes and will obtain verification of purchase. This may be done through direct contact with homebuyers or through research of public records.  This information must be entered into the reporting databases.
  9. Preparation of Class Materials – The consultant shall prepare PowerPoint presentations, classroom materials and course notebooks that are provided to the participants.
  10. Coordination and Communication – The consultant will work independently but must coordinate activities with INHS Director of Homeownership.

Qualifications

  1. Required: At least three years of experience working in a professional capacity in a for-profit or not-for-profit organization that is involved in real estate, housing development, lending or counseling services.
  2. Required: At least two years of teaching experience in adult classroom education.
  3. Desired: Specialized training in homebuyer education, homeownership counseling, fair housing, lending, real estate sales or similar fields related to homeownership.
  4. Required: Must provide own transportation to classroom training sites.
  5. Required: Must be able to successfully provide live online classes.

Compensation

The consultant will be compensated at an hourly rate agreed to by INHS and the consultant.  The consultant is responsible for all costs associated with travel and incidental business expenses.  Other expenses, such as the cost of advertising, printing, snacks, honorariums, etc. will be borne by INHS upon the submission of appropriate reimbursement documentation. The consultant will not be an employee of INHS and will be responsible for payments of personal taxes and related payroll expenditures.

Duration

The contract will cover a period of three years.  It may be renewed for additional one-year increments.

All proposals must include the following:

  1. Documentation of qualifications.
  2. Estimates of hourly time involved in completing each of the tasks outlined above.
  3. Hourly rate for compensation.
