Delia Yarrow came to INHS with a decade of housing policy and advocacy experience in New York City. She currently oversees all homeownership programs, including lending, homebuyer counseling and education, minor and major home repair programs, and the Community Housing Trust. Delia works tirelessly to make funding accessible for prospective and current homeowners.
Patricia Paolangeli has over 25 years of experience at INHS, leading the organization’s financial position, budgeting, and compliance as Director of Finance since 2005. Her experience encompasses committee and board governance, real estate development acquisitions, grant and contract management, Low-Income Housing Tax Credit programs, and relationship-building with investors, bankers, and funders. She was also Interim Executive Director of INHS from June 2023 until early January 2024.
Scott Reynolds has over 30 years of experience at INHS. His tenure has included stints in minor repairs, real estate development, management, and most recently, IT and security. He also works to create systems and databases to make INHS more efficient and resourceful.
Chelsey Miller has worked to promote affordable housing for the past decade. She oversees all property management activities related to INHS’s diverse residential portfolio, including affordable and market-rate housing. Chelsey’s experience includes rent-regulated polices, tax-credit programs, HUD rules and regulations, conventional housing, and NYS rent laws.
Jessica Gambino has over a decade of property management experience, encompassing numerous affordable housing developments across Central and Western New York. She oversees all compliance activities for INHS’s portfolio of hundreds of rental units in the seven-county service area. Jessica holds multiple certifications in various facets of property management and compliance.
Kate de la Garza is a seasoned community development professional, with over 20 years of community-based affordable housing development and finance experience. Kate came to INHs in 2024 after serving as Vice President & Senior Relationship Manager at KeyBank, working across the upstate New York region in its Community Development Lending & Investment Division. Kate holds a Master of Urban Planning & Public Administration degree with a concentration in Real Estate Development from the University of Washington and a Bachelor of Arts in Government from Smith College.
Justina Fetterly has over 15 years of experience in nonprofit communications. Her role at INHS encompasses public relations, marketing, fundraising and development, and events planning. Justina has particular expertise in public relations and currently serves on the Board of Directors of the Finger Lakes Chapter of the Public Relations Society of America.
Ben Carver has an extensive management background and deep community roots. A long-time local small business owner and graduate of Cornell’s Master of Public Administration program, he has served as a Trumansburg Village Trustee since 2013. During that time, his roles have included Deputy Mayor, EMS Commissioner, Youth Commissioner, and sustainability lead.
Lynn Truame has specialized in the fields of historic preservation and affordable housing for over 30 years. Her projects have ranged from historic preservation and adaptive re-use to new construction for nonprofits, for-profits, and government sectors. She has developed over 600 units of affordable housing in both rural and urban settings.
