Story 23: Finding Family at Pine View Circle

Posted Jul 15, 2026

For those with developmental disabilities, securing independent housing can pose a challenge. INHS’s first development in Seneca County, Pine View Circle, was completed in 2018. Located in the quiet, rural town of Tyre, the affordable apartment complex includes four apartments reserved for individuals with a developmental disability who are clients of the ARC of Seneca and Cayuga Counties.

Scott, an ARC referral, became one of Pine View’s Circle’s first residents. An active resident, he quickly became a fixture of the community, regularly scheduling gaming events with his neighbors in the apartment building’s spacious community room.

With a mix of one-, two-, and three-bedroom apartments and townhouses and the inclusion of accessible units and additional units set aside for veterans with a disability, Pine View Circle provides more than just housing for Scott. “It isn’t just housing,” he said. “It’s a community.”

With rental rates determined based on family income and LEED standards keeping utility costs low, Pine View Circle provides a critical source of affordable housing for Seneca County residents like Scott. “INHS is priceless,” he said. “It’s arguably an extended family.”
