Funding & Timeline Update for 320 W Buffalo

Posted Feb 5, 2020

INHS purchased the 320 Buffalo property, which was formerly the site of Immaculate Conception School, in January 2018 from the Roman Catholic Diocese of Rochester. The long-running school was closed at the end of the 2016-17 school year due to decreasing enrollment and increasing operating costs.

The intention of the project is to redevelop the property into a vibrant mixed-use community, designed to address high-priority community needs. Plans include affordable rental housing serving a range of household sizes and income levels, restoration of the Convent building for Catholic Charities’ continued use, and space for nonprofit and community-based organizations that serve children and families. The project budget is $27,700,000.

Funding sources as of Feb 2020:

  • Office for People with Developmental Disabilities (awarded to Racker for nine units set aside for those with disabilities): $1,543,323
Tompkins County Housing Development Fund: $300,000
    City of Ithaca HOME: $200,000
NYS Empire State Supportive Housing Initiative (awarded to the Salvation Army): supporting the funding of 13 units

Projected timeline:

  • All funding secured – 8/2020
    Construction start – 11/2020
    Construction complete – 3/2022
    Full occupancy – 7/2022
